I've had a problem with similar bugs every year on my tomatoes. I've taken to keeping a glass jar inthe veggie garden and collecting any bugs as I find them. I had them pretty much under control up to last year, but this year must have collect at least five dozen since October. Also in Higgins.

INaturalist suggestion of Melanerythrus mactans doesn’t fit either. There were 2 of them on the flower, but both retreated as I got close. It looks like a nymph.
